of the City of Petaluma, California

RESOLUTION IN SUPPORT OF GREATER PUBLIC ACCESS TO THE OPEN
SPACES OF SONOMA COUNTY

WHEREAS, the citizens of Sonoma County approved a sales tax and the creation of the Sonoma County Agricultural Preservation and Open Space District (SCAPOSD) to protect open space and agricultural operations and purchase lands for public recreation; and

WHEREAS, the citizens of Sonoma County are sadly lacking opportunities to visit the beautiful open spaces around us; and

WHEREAS, in a Sonoma County-sponsored poll, 75% of the residents supported use of SCAPOSD funds for regional trails and parks; and

WHEREAS, the SCAPOSD is in the process of updating it's Acquisition Plan to guide the County's use of public tax funds for the next five years; and

WHEREAS, Sonoma County is in the midst of preparing an outdoor Recreation Plan to guide the County's efforts to provide outdoor recreation opportunities well into the next millennium; and

WHEREAS, a system of trails connecting our urban areas, public lands, and other points of interest in the Outdoor Recreation Plan will benefit all Sonoma County citizens; and

WHEREAS, landowners' property rights are protected and supported through mandates that only willing sellers are involved in acquisition negotiations; and

WHEREAS, on April 16, 1990, the City of Petaluma endorsed the Bay Area Ridge Trail Council's goal to create a 400 mile regional multi-use trail on the ridgetops surrounding the San Francisco Bay, including Sonoma County; and

WHEREAS, the Petaluma City Council asks the County of Sonoma to designate Lafferty Ranch as passive use recreation and to have a trail traverse Lafferty Ranch to Jack London Park on the Sonoma side of the mountain.

NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma, California, urges the Sonoma County Board of Supervisors to establish a Countywide network of trails and natural parklands in the Outdoor Recreation Plan and include outdoor recreation opportunities as a priority in the Sonoma County Agricultural Preservation and Open Space District Acquisition Plan and provide adequate funding to the Sonoma County Regional Parks Department to create and manage the trails and natural parklands identified and acquired through these Plans.

Under the power and authority conferred upon thls Council by the Charter of said City.

RESOLUTION OF THE CITY OF SEBASTOPOL
IN SUPPORT OF GREATER PUBLIC ACCESS
TO THE OPEN SPACES OF SONOMA COUNTY

WHEREAS, the citizens of Sonoma County approved a sales tax and the creation of the Sonoma County Agricultural Preservation and Open Space District (SCAPOSD) to protect open space and agricultural operations, and wherever possible, purchase lands for public recreation; and

WHEREAS, the citizens of Sonoma County are sadly lacking opportunities to visit the beautifiul open spaces around us; and

WHEREAS, in a Sonoma County-sponsored poll, 75% of the residents supported use of SCAPOSD is in the process of updating its Acquisition Plan to guide the County's use of public tax funds for the next five years; and

WHEREAS, Sonoma County is in the midst of preparing an Outdoor Recreation Plan to guide the County's efforts to provide outdoor recreation opportunities well into the next millennium; and

WHEREAS, a system of trails connecting our urban areas, public lands, and other points of interest in the Outdoor Recreation Plan will benefit all Sonoma County citizens; and

WHEREAS, landowners' property rights are protected and supported through mandates that only willing sellers are involved in acquisition negotiations.

NOW, THEREFORE, BE IT RESOLVED that the Sebastopol City Council urges the Sonoma County Board of Supervisors to: 1) establish a County-wide network of trails and natural parklands in the Outdoor Recreation Plan, 2) include outdoor recreation opportunities as a priority in the Sonoma County Agricultural Preservation and Open Space District Acquisition Plan and 3) provide adequate funding to the Sonoma County Regional Parks Department to create and manage the trails and natural parklands identified and acquired through these Plans.

RESOLUTION NO. 24028

RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA SUPPORTING GREATER PUBLIC ACCESS TO THE OPEN SPACE IN SONOMA COUNTY AND PURCHASE OF PROPERTIES IN CLOSE PROXIMITY TO SANTA ROSA'S URBAN BOUNDARY

WHEREAS, the citizens of Sonoma County approved a sales tax and the creation of the Sonoma County Agricultural Preservation and Open Space District (SCAPOSD) to protect open space and agriculture and for the purchase of lands for public recreation; and

WHEREAS, the citizens of Sonoma County lack recreational opportunities to visit the beautiful open spaces around us; and

WHEREAS, the General Plan of the City of Santa Rosa has policies encouraging acquisition of open space outside Santa Rosa's Urban Boundary, for both growth management and open space purposes; and

WHEREAS, General Plan Policy OSC-5d encourages SCAPOSD to appropriate funds for acquisition of open space immediately outside Santa Rosa's Urban Boundary and specifies priorities for such purposes, including the Community Separator between Santa Rosa and Rohnert Park, Taylor Mountain and surrounding area, and areas west and north of the Urban Boundary; and

WHEREAS, General Plan Policy OSC-5a advocates creation of new public access trails to parks, open space and drainage ways, as well as to trail systems outside the Urban Boundary such as the Joe Radota Trail and the Bay Area Ridge Trail; and

WHEREAS, SCAPOSD is preparing an Outdoor Recreation Plan to guide the County's efforts in providing outdoor recreation opportunities well into the next millennium; and

WHEREAS, SCAPOSD is in the process of updating its Acquisition Plan to guide the County's use of public tax funds for the next five years; and

WHEREAS, a system of trails connecting our urban areas, public lands and other points of interest in the Outdoor Recreation Plan will benefit all Sonoma County citizens.

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa urges the Sonoma County Board of Supervisors to give high priority to the purchase of Comnmnity Separators and other open space lands around the Urban Boundary of Santa Rosa; to establish to county-wide network of trails and natural parkland in the Outdoor Recreation Plan; to include active and passive outdoor recreation opportunities as a priority in the Sonoma County Agricultural Preservation and Open Space District Acquisition Plan; and to provide adequate funding to the Sonoma County Regional Parks Department to create and manage the trails and natural parklands identified through these plans.
